Chief David Oliver

Chief BloughChief David Oliver is a 1985 graduate of Akron Central-Hower High School. He worked in the private sector before attending the University of Akron’s Police Academy in 1994. While at the police academy, he earned the Top Gun and Commandant’s Awards and also finished first in his class on the state police exam.

Chief Oliver was sworn in as a patrol officer with the Brimfield Police Department in 1994. He received the department Officer of the Year in 1995 and the VFW Officer of the year in 1996. In 1996 Chief Oliver was assigned to the Western Portage Drug Task Force as an undercover narcotics agent. In 1997 he became the Assistant Agent in Charge at the WPDTF. During his five plus years assignment to the task force, Chief Oliver was the case or undercover agent in over 250 felony narcotics cases. He participated in undercover drug buys with the FBI, DEA, ATF, the Inspector General, U.S. Postal Inspectors and also numerous local agencies. Chief Oliver received two commendations from the FBI during this time, for the apprehension of a pedophile kidnapping suspect who was attempting to flee the area with a nine-year-old victim; and for an investigation involving the dismantling of an interstate drug operation resulting in the arrests of 18 individuals in three states. The subjects were charged federally with conspiracy to deliver 1,000 pounds of marijuana.

Chief Oliver was promoted to the rank of sergeant in 2001 and returned to uniform on September 11, 2001. His responsibilities included the supervision of afternoon and midnight shifts, scheduling, payroll, investigations and patrol duties. In March of 2004, the Brimfield Township Board of Trustees appointed him the fifth Chief of Police for the Brimfield Police Department, where he has served since. During his time with the Brimfield Police Department, Chief Oliver has earned the Meritorious Service, Safe Driving, Drug Enforcement, Field Training, Evidence Technician, Community Policing, Investigations and Firearms Instructor Awards.

Chief Oliver serves as the treasurer for the Ohio Association of Chiefs of Police and is the 2011 President of the Portage County Chiefs Association. He also serves and has served on numerous law enforcement and community boards during his tenure as Chief of Police.

Chief Oliver has earned a Bachelor’s degree in Criminal Justice and is currently in Graduate school to earn a Master’s in Management and Leadership. Chief Oliver is also a graduate of the Law Enforcement Foundation’s Certified Law Enforcement Executive Program and is recognized in Ohio as a Certified Law Enforcement Executive (CLEE).

Sergeant David Knarr

Sergeant David B. Knarr is a Sergeant with the Brimfield Police Department. He graduated from Rootstown High School and then attended Northwestern University graduating with an Associate Degree with a major in Auto/ Diesel Technology. Sergeant David Knarr is a graduate of STEP (Supervisors Training and Education Program), and PELC (Police Executive Leadership College). He has attended first line supervisor training. He is currently an instructor in multiple areas including; Firearms, Carbine Rifle, Defensive Tactics, TASER, ASP Baton, Tactical Handcuffing, Physical Fitness Specialist, Fit Force, First Aid /CPR/ AED and teaches at three area Police academies.

He has been a member of the Brimfield Police Department for ten years with six of those years as a sergeant. Sergeant Knarr is one of the three K9 handlers and is currently the supervisor of the unit. He has been handling K9s for six years and is currently on his second dog, K9 Havoc. Sergeant David Knarr is also a State K9 Evaluator. While at Brimfield Police Department, he has received fourteen Letters of Commendation from the Chief of Police. He has been awarded Officer of the Year, and received the Police Medal of Honor for his acts of heroism. Sergeant Knarr is a Site Safety Officer/ Basic Safety Officer with the Portage County Clandestine Methamphetamine Laboratory Team. He is involved with Portage County’s Crisis Intervention Team.

Sergeant Knarr resides in Rootstown with his wife and their three children where they enjoy camping and spending time with their Quarter Horses.

Sergeant Matthew McCarty

Sergeant Matthew McCarty is currently the midnight supervisor with the Brimfield Police Department. He has been with the police department for 6 years and has a total of 11 years of law enforcement experience. While in high school, he attended the 2 year Criminal Justice Course with the Maplewood Career Center. He graduated from the Ohio Police Officer Training Academy with the Garrettsville Police Department. As an officer, he is currently a member of the Crisis Intervention Team and a Terrorism Liaison Officer with Homeland Security. For the past 5 years, he has been awarded the Mothers Against Drunk Driving (MADD) award for the apprehension of OVI offenders. The department has awarded him as the 2006 Officer of the year, Field Training Officer, with a Meritorious Service award, and numerous letters of commendation. He is a certified instructor in Alcohol Detection and Prosecution and a December, 2009 graduate of the Supervisor Training and Education Program. He will be attending the Police Executive Leadership Course in January, 2011.

Sgt. McCarty was also a member of the United States Army for 9 years as a Patient Administration Specialist within a Combat Support Hospital where he obtained the rank of Sergeant. He was activated for several overseas deployments where he was the Non Commissioned Officer in Charge for the Patient Administration Section. He was tasked with the organization of medical evacuation of injured patients from a combat zone. During his military career he was awarded with the Army Commendation Medal (3 times), Army Achievement Medal (3 times), National Defense Service Medal, Kosovo Campaign Medal, Global War on Terrorism Service Medal, NATO Medal, Armed Forces Reserve Medal, and the Army Service Ribbon. While in the Army he also attended college courses with Central Texas University and Maryland University where he studied Ethics in Criminal Justice and Police Systems and Practices.

Sergeant Christopher Adkins

Sergeant Christopher Adkins started his law enforcement career in 2000 and has been a member of the Brimfield Police Department since December 2001. Sgt. Adkins is currently the day shift patrol supervisor and a K9 handler. Sgt. Adkins is the senior Evidence Technician and Property Room supervisor. He has over 300 hours of training in evidence collection and processing through the Ohio Peace Officer Training Academy. Sgt . Adkins and his K9 partner Joker are certified through the State of Ohio and the North American Police Work Dog Association. Sgt. Adkins is a graduate of the Law Enforcement Foundation’s Supervisor Training and Education Program, class VII. He is also a graduate of the North Coast Polytechnic Institute’s First Line Supervision program. Sgt. Adkins has been trained in Criminal Patrol and Drug Interdiction, Commercial Motor Vehicle Criminal Interdiction, and has attended numerous N.A.P.W.D.A. workshops. Sgt. Adkins is a recipient of the Brimfield Police Department medal of valor and the meritorious service award. Sgt. Adkins is a graduate of Ellet High School, in Akron Ohio, and the University of Akron Police Academy. He holds an Associate of Applied Science degree in Criminal Justice Technology from the University of Akron and is currently finishing coursework for a Bachelors of Science in Criminal Justice.
